Thanks, Kurt, but my problem specifically is the DOCUMENT_ROOT which
Apache 2.4 does pass but it's not mentioned in the RFC that I can
find.  I first started using it because it is mentioned in "CGI
Programming with Perl" (Scott Guelich et al.) on p. 45 as a standard
CGI environment variable.

So that's my confusion: it's not listed in the RFC and the Apache docs
do not mention it that I can find, but Apache 2.4 does pass it.
