I tried it:

Substitute "s%(<meta [^>]*>).*?$%$1<script>window['start-time'] = new
Date().getTime();window['app-key'] = \"xxx\";</script><script
src='/epicdev.js'></script>%i"


However it still replaces each line that the meta tag appears on.
