OK. The correct thing is to add

<Directory /var/www/html/rocks/7.0/install/rolls>
        AddHandler cgi-script .cgi
        Options FollowSymLinks Indexes ExecCGI
        DirectoryIndex /rocks/7.0/install/rolls/index.cgi
        Allow from all
</Directory>
