Ah yes, correct, it should be enclosed in a location like:

<VirtualHost ...>
  ...
  RemoteIP...
  <Location "/">
    Require expr "%{REMOTE_ADDR} != %{CONN_REMOTE_ADDR}"
  </Location>
  ...
</VirtualHost>
