I can sadly only confirm this buggy behaviour on a completely
different setup ("random" Gentoo source-build with apache-2.4.41)...
I tried various escaping hacks - single|double quotes, octal, using a shell...
I had a look at the code, but got lost inside APR ... I couldn't see
anything that will replace a dot with a space though.
What should (TM) work, but I didn't try it, is to write a wrapper,
e.g. shell script with the arguments inside and call this wrapper from
apache (without arguments).
I feel that a bug per https://httpd.apache.org/bug_report.html is in order.
