This might be an artificial example, but consider the following
scenario:
Your node is connected to a link where link-layer address resolution
does not work. You only know the IPv6 address of a router and its
link-layer address. In this case, you should always send packets to
the router and let it forward to the final destination, even if the
destination is a "link-local" address. When the destination address
is link-local, the router will forward the packet to the inbound link.
Another scenario, though this might also be artificial, would be the
case of a multi-interface link. (note that interfaces and links are
*theoretically* different, according to
draft-ietf-ipngwg-scoping-arch-xx.txt)
