Why GarbageCollector & RepositoryManager need TransientRepository?

Hi,

Is there a reason to force use of TransientRepository for garbage
collection? I had a look at the source code and it seems to have no
problem to also work directly with RepositoryImpl. Should I create a
patch for it?
