1) This isn't really a question about Jena at all.

2) You cannot add things to OWL itself. OWL is maintained by a carefully 
set-out and very public process. [1] You can devise your own extension to OWL 
(or your own independent language) and it may or may not acquire proponents and 
use.

3) In what way is this question substantially different than the one you 
recently asked (to which you received some very useful answers)? [2]
