In Fuseki, only FROM <http://...>, <https://> and <ftp:> work

As to whether there are a good idea for an application is a completely 
different question! It relies on the web being reliable.

FROM <file:...> and the implicit "file:" in FROM <data.ttl>, us eo fthe 
classloader,  and zip archives are not enabled.

This is done by not having any file or java resource handling in the list of 
handlers that open resources in a query.

You can upload files to Fuseki to work with them.
