(It probably does not matter as the reverse happens on reading things
back in. Jena itself does not keep with and without datatype literals.
All literals have a datatype now.)
There isn't a way except to fork the necessary bits and pieces.
It is hardwired into NodeFormatterTTL/NodeFormatterNT
and TurtleShell hardwires the choice of NodeFormatterTTL.
A "Plan B" is to post process the out by feeding the RDF 1.1 output
through perl (etc) and adding ^^xsd:string (and the prefix).
