I was mostly concerned about being banned or blacklisted for "too many requests" :)

That's pretty small (it's Apache httpd web servers servicing those requests!). There is more work done in the Jena release process, certainly in terms of byte moved - that's a lot of up and down traffic to various servers. A single collection would be stale within a month! The point is the project maintain their own DOAP files. Push-down to projects is how the Apache Software Foundation scales. Andy
