General RDFDatatype factory?

Is there a factory to create an RDFDatatype using a URL, e.g., 
http://www.w3.org/2001/XMLSchema#integer ?

The closest I have found so far is javax.xml.datatype.DatatypeFactory, 
but that only supports a specific list.
