You can try using https://github.com/telicent-oss/jena-fuseki-kafka
The idea is that you send data updates to Kafka topics. Several Fuseki
instances can read from Kafka and synchronize.
We've tried using RDF Delta in the past, but it is not stable under
productive load due to problems with ZooKeeper synchronization. We have
ended with writing our own solution for sending updates into several
Fuseki instances, but later have found jena-fuseki-kafka project.
