Apply to be a contributor of kafka

Hi,
I’m a developer of kafka, and want to contribute to the project. I have made a 
issue and a PR resolving the issue(Kafka-14285), but I cannot assign the issue 
to myself. Can I apply to be a contributor of kafka?
