When phone got OTA settings, it should answer something like "new settings received, want to install". 6610 did not say this ? If it believes that it got a sm, then there is a problem.

all that shows kannel send the sms correctly,
maybe the content of the OTA sms is wrong before been sent??
but it is right according the protocol specification,i think
