one thing you can do is put the modems in cascade in a modem rack. think that there are devices in market that can accommodate up to 8 SIMs and thus allow you to send more traffic.
another way, connect devices to multiple serials ports. configure multiple SMSC groups in your conf. use smsc-id in your sendsms request to specify which smsc to use to send sm out.
