If you are not, you will receive a connection error, and a "retrying in 10
seconds" message.

I also have problem with this sms-service config.
I don't receive any response to my cellphone when I typed nothing or
"nop". I could see in the bearerbox and smsbox log that Kannel responds
to the predefined text answer (You request nothing and I did it) but it
did not display that on my phone.
My config for those sms-services are:

//where suncel is the smsc-id that I defined in the smsc group

It seems that although I set the accepted-smsc to suncel for the keyword
"nop", it always connects my Kannel's IP (saw this in my log files) and
not through suncel's IP.
