generally you can use HTTP Basic Auth to provide user-level authentication.
If you want to "hard-authenticate" phones itself... then you obviously would be in need to have MSISDN or other "hard" criteria to authentication... which is possible.
Please describe the setup you want to have, so we have a better view in what you try to solve.
