Sorry for my last  too basic questions :)
After hours reading documentation finally I understand what SI or SL is, now I have configure my kannel.conf using the pushkannel.conf sample, I have triggered kannel to send a SI, everything's fine, kannel reports that SMS has been sent, but the problem my handset can not receive the SI, I have GPRS working with my handset. Here is the result from kannel :
