yes. Kannel as a WAP gateway sits "on top" of the physical transmission layer which is either CSD or GPRS. Kannel needs IP connectivity to work. GPRS is the layer providing the IP connectivity.
There is not limitation in Kannel from software perspective.
Real-life operators (and setups I did too) use load-balanced machines via LVS to spread the load accross several machines. But you will need several hundred concurrent users per second to reach this demand and have a single machine running at it's physicall networking limits.
