Chinese characters must be sent as UCS-2 double-byte words. Depending on which version of Kannel you are using the charset of UTF-16BE.
Depending on which version of Kannel, if you are using v1.3.1 or less, the coding=3. If you are using v1.3.2 or higher, you should set coding=2.
