Kannel DOES support CDMA networks in some way. You just need an upstream (SMPP or thelike) provider that delivers to those kinds of networks.
As for using Kannel with a CDMA SMS modem, I haven't found phones/modems that support the extended GSM AT command set. This is currently the only command set that is implemented. So if you want to use Kannel with a virtual SMSC (a phone or modem) you are out of luck.
