MartÃn, This happens because the other side doesn't notice that you've disconnected, so it doesn't allow you to login again for a few minutes. When the other side's link notices the disconnection, it drops the connection and you can login again.
Maybe there's some setting that could be tweaked on their firewall or SMSC to improve this, it's not really a Kannel problem. I'd recommend you to talk with the SMSC operator, maybe they can fix things on their side (or at least reduce the timeout somewhat).
