I'd call the SMSC's people and ask them. They'll probably be able to give you some more information about what's happening and even maybe fix their side.
The 0x08 is a generic error that has nothing to do with Kannel itself, though some misconfiguration on your side _may_ lead to the SMSC returning a generic error, but could be anything in fact.
