Having tested it numerous times, I can guarantee that it's only a phone number. Digits 0-9. For some reason, kannel appears to be receiving the text 'critical' in the to field, despite my sending a very standard URL construction that worked a week ago. My test string is: wget http://localhost:13013/cgi-bin/sendsms?user=mobile&password=mobile&to=07825799679&text=test
