No, all that Kannel does on receiving a HUP signal is re-open the log files. But it doesn’t reload the config.

About kannel restart each time you do a change a config, it is the normal behaviour for kannel; however if you only change SMSC parameters, you can just restart the smsc. Check kannel http admin.
