Kannel Blacklist Feature

Hello,

I am allowing users to send Free SMS to local country numbers but some 
people as you know abuse and send bad messages to others so before they 
complain we monitor and blacklist recipient number so he/she wont 
receive any message so how to apply blacklist numbers for outgoing 
messages please help...
