i'm not sure what the right way is, so others feel free to correct me. I simply deleted everything in kannel directory and all sbin kannel files as well.
doing this corrected another problem i had where i could not get kannel to connect to postgresql, only mysql. after delete, ,resvn, reconfig, recompile, it works.
