I would suggest turning on Debug Logging, wait until such a message arrives,
and then see what /var/log/kannel/kannel.log contains for the transaction.
That will tell you what arrived from your upstream SMSC, so you can tell
whether they're really sending you empty messages, or whether the content is
being discarded somewhere in your system.
Also, just ask them - give them the message ID and ask them what they think
the content was. They might not be able to tell you *what* the content was,
but they should be able to tell you how large it was.
