My first guess is that you have not configured net-snmp with
'--without-rpm' as described in the README. Run ldd on your snmpd binary
and see if it requires the crypt library. You can of course use that
snmpd binary but you would have copy all libraries it requries to the
shadow root file system yourself.

Comment out the start of OpenSAF in one of the init start scripts and
see if you can get the UML kernel to boot itself. Then try to start
snmpd manually.
