Hi!
I use a MacBook Pro with a M1 (ARM) processor, and to run Windows software I 
use Parallels with a Windows 11 ARM version.
Inside this Windows I can run all X86 software, due to a compatibility layer.
I.E., SDR# and some other professional software, as Autodesk’s Revit.
To answer your question, I downloaded chirp-next-20241220-installer, installed 
it. 
It open and work.
