You can set the receive CTCSS to the default 88.5.
And, check your squelch settings, zero is no squelch, so try 1 or 2.

I downloaded the CHIRP software I received with the radio, I used updated
software to program the radio, it transmits fine, the problem is that I am
not receiving anyone, the color on the radio changes as there are people
talking, I have a scanner that also confirms that people are talking, but
no audio from the radio, with the exception of the National Weather Service
that is programmed in. I have some ham radio, FRS, GMRS Freq's programmed
in. Since the updated software puts all the information in for us when you
enter the frequency, I am not sure what is going on, any solutions?
