Hi David,
The repeaters will likely have a CTCSS tone for you to transmit.
This is different from the receive CTCSS.
Like your receive CTCSS, when it is set to an off tone, you will only hear 
transmissions sent to you with that tone.
The repeaters work the same way, they won't hear you unless you send a 
transmit CTCSS that allows them to hear your radio.
They are all different, based on how the manager of that repeater set it up.

i am very new to this, I am trying to program using CHIRP to the Baofeng
UV-5R, as I am licensed to use GMRS, CHIRP, when I programmed in the
frequency, put in DTSC in the tone mode column, which prevented me from
hearing anyone, I changed it to tone, now I can hear other users, the tone
is set at 88.5, channels that have a repeater are set to + 5.000000, FM at
high power.
As I am not sure if any of the settings are correct, as I am not able to
contact anyone, is there anyone who can help me with the settings I need in
all the columns?
I appreciate any assistance you can give me in this!
