I don't know what flavor or version of linux you have, but I just installed Ubuntu 22.04 LTS on a VM, did a full update on it, then installed chirp following the steps from https://chirpmyradio.com/projects/chirp/wiki/ChirpOnLinux and it went exactly as expected.
I followed the steps for ubuntu, and it seems the error you reported came from trying to do step 1 which worked for me.
