You should have able to have vim/emacs etc installed as part of a
default install of a reasonably recent release of a Linux
distribution. The choice of your distribution should also allow you to
read up a bit about installation/configuration documentation etc.

The specific areas of difference eg. procedure to install packages,
procedure to add package repositories are well documented for Fedora,
Ubuntu, Debian and so forth.
