Hi Vladimir, I have tested it and the reason why it doesn't generate a new password is because Djigzo thinks the password is still valid. The reason for this is that when the Password "Date set" property (advanced user property) of the recipient is not set, Djigzo assumes that the password never expires. In your case you should set the date of the password somewhere in the past.
I agree with you that this is somewhat unclear. I will either change this is newer releases (need to think this through to make sure that others do not rely on this behavior) or I will add a note to the documentation. The reason this has never been a problem is that in most cases a global or domain password for PDF encryption is not used. Hope this helps.
