This is the content of the static 404.html page. The 404.html page is
shown if Tomcat cannot find a mapping from URL to a servlet or if the
servlet returns an 404 error (see web.xml file, error-page tags).

Somehow Tomcat is unable to find the correct CipherMail GUI. Have you
checked the Tomcat log files for any errors/warnings?

Which OS and version are you installing on?
