I've ran into this issue on a number of occasions. It's not a constant issue but it happens. I just have to end up resetting their password. Sometimes deleting that user and re-sending the encrypted e-mail works better that way the end user can just pick a password on their own again.

But our issue is that when an external user receives an email only once every so often, they forget the password they put in every time. And most external users fit this category. So then it’s up to me to reset the password and deal with it manually each time. How have other admins dealt with this?
