The database changes between versions were minimal. Only tables were added but not modified.

Is the SQL dump in binary format or text format? If in binary format it could be that the binary format is not compatible with a newer PostgreSQL release. One option in that case would be to import the dump into an older version of PostgreSQL and then dump in text format.
