Perhaps you have some permission problems with the /usr/share/djigzo directory. Can you try to uninstall the djigzo package and complete remove the /usr/share/djigzo dir and reinstall. I just did a complete install on OpenSUSE Leap 42.2 and it installed without any problems. OpenSUSE 13 is already end of life so perhaps you should try a more recent OpenSUSE.
