Seems you've run into a repository mixing trap:

$ rpm -qpR ffmpeg-libs-2.8.3-1.fc23.x86_64.rpm |grep cenc

So, the dep on that lib is present, but your installation is broken
nevertheless. And the lib likely is offered somewhere in that repo.
