TigerVNC doesn't handle sound. If you have PulseAudio on your Windows
client, you could tell the remote system to use it as a sink and the
audio from it would appear on the client's audio.

I just put a page together describing how I got sound from a virtual machine using PulseAudio. Substituting a physical ethernet device for the virtual one used in the example should work just as well.
