Sure - run vncserver from the tigervnc-server package on the target
system, and connect with the vinagre client (preferably using SSH
forwarding).

No; it'll all just work in the XWayland layer. In fact, when people are
complaining that Wayland doesn't work over the network like X does,
what they are actually complaining about is that Wayland *expects* you
to use something like VNC, rather than setting $DISPLAY and forwarding
X calls directly.
