1.  Where did you get system-config-services-0.111.4-3.fc25.noarch?

[egreshko@f25f ~]$ cat /etc/redhat-release

[egreshko@f25f ~]$ uname -r
4.11.9-200.fc25.x86_64
[egreshko@f25f ~]$ dnf info system-config-services

Error: No matching Packages to list

2.  Have you been living in a vacuum?  systemctl has been the way to control 
services
for some time now. 

oh, and

3.  Why do you need ntpdate when chrony is installed by default on fedora?
