No, lines in the sudoers file (which is what visudo edits) specify which
commands a user MAY use via "sudo <command>". It does confer root
privileges for that command automatically.

When you enter "sudo <command>", sudo checks the sudoers file to see if
you are permitted to run the command as root and if so, runs it as root
on your behalf.
