FWIW, on my Centos box with Gnome installed but actually running MATE, the battery indicator in the top panel has ALWAYS said mouse at 70%. even if tyhe green light on the mouse is blinking red (which means the battery is very low) it still says 70%. I take it that something is wrong at a deeper level, but have never felt like pursuing it.
