There is a /usr/share/doc/sudo/examples/syslog.conf documentation file but there are no syslog or syslog services.

Do you have the rsyslog package installed?  That's what provides /etc/rsyslog.conf.  The file /usr/share/doc/sudo/examples/syslog.conf is provided by the sudo package.
