Well, my /etc/bashrc doesn't contain that.  And, your username does contain 
phr?  So, wonder if somehow
you managed to edit it?

Since....

dnf whatprovides /etc/bashrc

returns setup-2.13.6-1.fc31.noarch why not try just

dnf reinstall setup

to get the original file back?
