Well, wouldn't you know it. I rebooted both 5.4.13 (which worked
before) and now it also failed.

After swapping out the Ethernet cable I rebooted 5.4.13 and it's now
working. I then rebooted with 5.4.15 and it too is currently working.

So it may be something as trivial as a bad cable, though I had tried
different ones before now and it didn't seem to make a difference. If
that's the case I apologise for the noise(!).

The interface is still only working at 100M rather than 1000M but I can
live with that for now. It's possible that the NIC itself is flaky but
I don't have another one to test.

I'll report back if anything else comes to light.
