Yes, we started using `dnf.conf` for configs where `package_manager = dnf`. But this was unfortunate thing, it led to several bugreports. New release of Mock is comming with the following fix: https://github.com/rpm-software-management/mock/pull/486 After that, mock won't care whether you use `dnf.conf`, `yum.conf` or mix.
